In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. It is widely recognized that the techniques of classical geostatistics, which have been used for several decades, have reached their limit, and the time has come for some alternative approaches to be given a chance. This book, therefore, is an introduction to the fundamentals of modern geostatistics, which is a group of spatiotemporal concepts and methods that are the products of the advancement of the epistemic status of stochastic data analysis. The latter is considered from a novel perspective, promoting the view that a deeper understanding of a theory of knowledge is an important prerequisite for the development of improved mathematical models of scientific mapping. The main focus of the book is the Bayesian Maximum Entropy (BME) approach for studying spatiotemporal distributions of natural variables. As part of the modern geostatistics paradigm, the BME approach provides a fundamental insight into the mapping problem in which the knowledge of a natural variable, not the variable itself, is the direct object of study. The thread running throughout the book is that the modern geostatistical approach to environmental problems is that of natural scientists who are more interested in a stochastic analysis concerned with both the ontological level(building models for physical systems) and the epistemic level (using what we know about the physical systems and integrating and modeling knowledge from a variety of scientific disciplines), rather than in the pure naive inductive account of science based merely on a linear relationship between data and hypotheses and theory-free techniques that may be useful in other areas.
This book has grown from nine hours oflectures, and about the same time in tutorial classes, that attempt to give first-year students of biology some understanding of statistics. I am convinced that such a short course should not be mathematical (though it can employ basic mathematical symbolism), and that it should give students an appreciation of statistical argument, even though this limits the amount of detailed instruction in techniques of analysis that can be included. A statistical cookery book would have been easier to write and much easier to read, but lacking in true educational content. I am more concerned to show 'why' than to present methods and rules. A further constraint, that of remaining within a reasonable price range, prevents reiteration of explanations: the reader is expected to remember what he has read, for he will not find standard terms and ideas explained afresh on each occasion of use. Many books that introduce statistics to biologists blur distinctions and evade logical issues, for example by failing to emphasize the distinction between a parameter and an estimator from a sample or by neglecting the role of randomization. On this, I aim to be un compromisingly correct - at least until reviewers point out my errors - but to do so through realistic examples rather than abstract symbolism.
