Historians of the postwar transformation of science have focused largely on the physical sciences, especially the relation of science to the military funding agencies. In Shaping Biology, Toby A. Appel brings attention to the National Science Foundation and federal patronage of the biological sciences. Scientists by training, NSF biologists hoped in the 1950s that the new agency would become the federal government's chief patron for basic research in biology, the only agency to fund the entire range of biology—from molecules to natural history museums—for its own sake. Appel traces how this vision emerged and developed over the next two and a half decades, from the activities of NSF's Division of Biological and Medical Sciences, founded in 1952, through the cold war expansion of the 1950s and 1960s and the constraints of the Vietnam War era, to its reorganization out of existence in 1975. This history of NSF highlights fundamental tensions in science policy that remain relevant today: the pull between basic and applied science; funding individuals versus funding departments or institutions; elitism versus distributive policies of funding; issues of red tape and accountability. In 1985, 3,040 scientists under the age of 36 applied for individual investigator (R01) grants from the National Institutes of Health, and 1,002 received awards, for a "success rate" of 33%. In 1993, 1,389 scientists under the age of 36 applied for R01 grants and 302 received awards, for a success rate of 21.7%. Even when R23/R29 grant awards (both intended for new investigators) are added to the R01 awards, the number of R01 plus R23 awards made in 1985 was 1,308, and in 1993, the number of R01 plus R29 was 527. These recent trends in the funding of young biomedical research scientists, and the fact that young nonbiomedical scientists historically have had a smaller base of support to draw upon when beginning their careers, raises serious questions about the future of life science research. It is the purpose of this volume to present data about the trends and examine their implications.

Has postmodern American culture so altered the terrain of medical care that moral confusion and deflated morale multiply faster than both technological advancements and ethical resolutions? The Ethos of Medicine in Postmodern America is an attempt to examine this question with reference to the cultural touchstones of our postmodern era: consumerism, computerization, corporatization, and destruction of meta-narratives. The cultural insights of postmodern thinkers—such as such as Foucault, Deleuze and Guattari, Lyotard, Baudrillard, Bauman, and Levinas—help elucidate the changes in healthcare delivery that are occurring early in the twenty-first century. Therefore it is useful to have a technique for refracting those observations through the lens of another system of thought. The prism of postmodern thought offers such a device with which to “view the eclipse” of changing medical practice. Any professional practice is always thoroughly embedded in the social and cultural matrix of its society, and the medical profession in America is no exception. In drawing upon of the insights of key Continental thinkers such and American scholars, this book does not necessarily endorse the views of postmodernism but trusts that much can be learned from their insight. Furthermore, its analysis is informed by empirical information from health services research and the sociology of medicine. Arnold R.
