In 2003, 31 residents died in nursing home fire in Hartford, CT, & Nashville, TN. Federal fire safety standards enforced by the Centers for Medicare & Medicaid Services (CMS) did not require either home to have automatic sprinklers even though they have proven very effective in reducing the number of multiple deaths from fires. The GAO was asked to report on: (1) the rationale for not requiring all homes to be sprinkled, (2) the adequacy of federal fire safety standards for nursing homes that lack automatic sprinklers, & (3) the effectiveness of state & federal oversight of nursing home fire safety. GAO makes several recommendations to the Administration of CMS. Charts & tables.

Matthew Johann has spent the last eleven years running from city to city, evading those in pursuit of him. His flight leads him back home, hoping to find sanctuary with his siblings. What he finds upon his return is his youngest sister, Salena, existing in a world of her own creation that borders insanity. She's been a victim of circumstance, a prisoner bound to the home, forced to care for failing parents, forced to witness their demise while subjugated by the abusive control of their eldest sister, Carrie. Ever wary of Matthew, Salena responds cautiously, yet almost defiantly. However, she needs him to aid her in her struggle with Carrie. Matthew must come to understand his own role in this dysfunctional family's structure. He stays to aid Salena and to seek reparations for his own personal, longstanding battle with Carrie.
This SpringerBrief reviews current home fire sprinkler system costs in one- and two-family dwellings, mobile homes, and multifamily residential buildings up to four stories. It provides individual community data and qualitative data gained through interviews with community officials, builders, and fire sprinkler contractors. The systems are reviewed against a 2008 benchmark study in order to analyze how the increasingly widespread adoption of national sprinkler ordinances impacts system cost. Using 51 homes in 17 communities, the authors discuss the impact of sprinkler ordinances on home fire sprinkler system cost, including extent of coverage, system types, water sources, permit and inspection fees, and statewide requirements. Methods and community comparisons are presented with the analysis. Home Fire Sprinkler Assessment is intended for practitioners working with sprinkler codes and building regulation safety. Researchers working in a related field will also find the book valuable.
