In this report we describe a compact, easily deployed, moored system for oceanographic and meteorological observations in the coastal ocean. The system consists of a surface and subsurface mooring pair deployed adjacent to one another. Compared to a single catenary surface mooring, this arrangement allows the entire water column to be instrumented. All of the instruments in the system log high resolution time series data. Additionally, the mooring line instruments periodically report averaged data to the buoys via inductive modems. On the subsurface mooring, this averaged data is sent to the surface buoy using an acoustic modem. Inductively coupled mooring line instrumentation includes conductivity, temperature, and pressure sensors, acoustic current meters, and optical backscattering and absorption sensors. In addition to mooring line instruments, the surface buoy collects averaged data from meteorological sensors, including wind speed and direction, barometric pressure, relative humidity, air temperature, precipitation, longwave and shortwave radiation, sea surface temperature and conductivity, and wave height and period. Data from both mooring lines and from the surface meteorological sensors is telemetered to shore via line-of-sight radio and satellite. The entire system, including buoys, moorings, instruments, launch and recovery gear, telemetry receive, and data processing facilities can be packed into a single 20 foot shipping container. The system was successfully deployed to provide environmental monitoring for Kernel Blitz 2001, a U.S. Navy fleet exercise off southern California. Results from the deployment are presented.

The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

“Oceans and Society: Blue Planet” (www.oceansandsociety.org) is a global initiative bringing together many ocean-observing programmes with a societal benefit focus. It was created in 2011 as a Task within the Work Plan of the Group on Earth Observations (GEO). The Geneva-based GEO is a voluntary partnership of some 90 governments and 77 intergovernmental, international, and regional organisations. It is committed to integrating global observations through strengthened cooperation and coordination among global observing systems and research programmes. Blue Planet held its inaugural Symposium in Ilhabela, Brazil, in November 2012. Participants from some 25 countries, representing a diverse array of international programmes, presented and discussed issues including the coordination of and information access from global ocean observing systems for open ocean, coastal and inland ecosystems; operational ocean forecasting; applications of observations for sustainable fishery and aquaculture; and capacity building. A major outcome of the Symposium was the production of this book.
